Business Financial Manager

Job Description

Under the supervision of the Regional Coordinator or designee, the Regional Business Financial Manager serves as the primary monitor of contract allocations to maximize return on public investment in service delivery systems.  This position oversees management of provider allocations and budgets and serves as the primary liaison with community providers regarding financial/billing practices to improve efficient use of contract allocations.


Job Responsibilities include:

  • Tracks and analyzes provider financial data
  • Assists providers in resolving billing issue patterns relative to Department guidelines
  • Identifies training needs for providers
  • In conjunction with the Central Office and Regional Compliance Officer, monitors financial summary reports, provider expenditure reports and routine service utilization reports to track over or under-utilization of services relative to contract allocations and deliverables
  • Educates providers, makes recommendations to, and provides technical assistance for providers regarding contract expectations and billing practices
  • Conducts or participates in provider billing and contract compliance audits
  • Initiates, approves and monitors successful implementation of provider Corrective Action plans
  • Supports Department Compliance Section by assisting in regional provider compliance reviews as approved by the Regional Coordinator or designee
  • Prepares financial reports as requested by the Regional Coordinator or designee
  • In conjunction with the Central Office and Regional Compliance Officer, manages transition of contract/LOA termination/non-renewal
  • In conjunction with the Central Office, generates contract allocation recommendations for upcoming fiscal year based on data that includes, but is not limited to, billing and expenditures and met deliverables for the current fiscal year
  • In conjunction with the Central office, initiates and manager RFI/RFP process for the region to purchase needed services from alternate fund sources
  • Reponds to Grant opportunities to develop diversified funding sources for region to purchase needed services

 

Qualifications

Completion of an associate degree from an accredited college or university and three years of experience in a related area OR Four years of professional experience in general accounting, billing and collection systems, and/or claims OR Completion of a Bachelors degree from an accredited college or university in a related area AND One year of professional experience in a related field

 

Preferred Qualifications

In addition to the above qualifications, preference will be given to applicants who possess the following:


  • Professional level experience in budgeting, planning and data analysis with a government entity
  • Knowledge of Medicaid and other third party payers
  • Completion of a Masters degree in business administration, accounting or finance
  • Experience in financial management of a behavioral health or healthcare organization
  • Experience in state or other governmental budgeting
  • Experience in contract negotiations and monitoring
  • Experience with competitive procurement processes
  • Experience with grant writing
  • Training and consultation experience

This position is located in the Region 2 Office in Augusta, Georgia.
