The Georgia Department of Behavioral Health and Developmental Disabilities (DBHDD) is seeking qualified candidates for Chief Operating Officer at Southwestern State Hospital in Thomasville, Georgia.
Directs a diverse range of support, operational, and programmatic activities for a department, agency or facility. Recommends and implements policies and procedures. Directs subordinate managers and staff.
Job Responsibilities & Performance Standards:
- Interviews, hires, directs, trains, evaluates the performance of and when necessary, disciplines and discharges employees
- Manages human resources and directs administrative activities
- Conducts or participates in the development, review, revision, interpretation and/or implementation of policies, procedures, standards and guidelines
- Coordinates compliance with rules, regulations, and policies
- Coordinates interaction between department, agency, and facility operating units, other programs and/or external customers as appropriate
- Ensures efficiency, effectiveness and accuracy of all functions through the use of computer systems, management controls, and sound organizational structure
- Oversees the development and on-going management of one or more programs or projects consistent with agency goals and objectives
- Participates in the planning, coordination, development and implementation of long-range goals and objectives
- Plans, administers, and controls the budget

Completion of a Bachelor's degree in a related field and three years experience managing professional level staff,
OR
Seven (7) years experience, three (3) of which managing at the level equivalent to area of assignment,
OR
Three (3) years of experience at the lower level or position equivalent (GSM010).

- Master's of Public Administration, (MPA); Master's of Healthcare Administration (MHA); Master's of Business Administration (MBA) or related degree preferred
- Extensive, strong operational, administrative and financial experience; worked in a senior management role for ten (10) years of more.
- Strong relationship builder, with an ability to partner with a dynamic leadership team and experience leading diverse work teams and support areas.
- Proven track record of success facilitating progressive organizational change, policy development, problem solving and systems design.
- Knowledge and experience in resource development, operations analysis, project management and strategic planning.
- An understanding of mental health, developmental disabilities and substance abuse treatment and services.

This position is located at Southwestern State Hospital in Thomasville, Georgia. More than a century ago, Thomasville was celebrated as one of the most fashionable places in the world to visit. During the Victorian era, many wealthy northern socialites and pleasure seekers traveled by rail to enjoy Thomasville as their grand winter resort. Attracted to the genteel life of south Georgia, many made Thomasville their winter home and built "grand winter cottages". Although this era quickly faded in the early 1900s, more than fifty of these grand historic homes still grace Thomasville's streets.
