Job Responsibilities: - Under general supervision, assist managers and senior level staff with budget and financial analysis and provide centralized department-wide services for the agency
- Participate in the planning, development and implementation of policies, procedures and processes related to budgeting, funds management, program budgeting and expenditure reporting and projection for the agency
- Work closely with the budget management team to support the mission, goals, objectives and priorities of the department
- Research and prepare policy and impact statements
- Analyze budget and spending trends
- Evaluate program efficiency and cost data and assist senior management in representing the Department's interest with the Office of Planning and Budget, the Governor's Office, HBO, SBO in the assigned programmatic area
- Participate in cross-divisional financial analysis and other related functions for the Department
- Provide on-going technical assistance on fiscal issues and/or strategic planning issues to Department leadership

Bachelors degree in public administration, business administration, accounting, finance and related areas and two years of fiscal analysis experience OR Associate degree from an accredited college or university in public administration, business administration, accounting, finance or related fields and four years of fiscal analysis experience OR two years of experience at the lower level or an equivalent position

- Knowledge of public and/or business administration principles and practices
- Knowledge of state government operations, including legislative and budgetary processes
- Knowledge of agency policies and procedures
- Skill in developing and implementing budgetary policies and procedures
- Knowledge of funding sources and fiscal systems
- Knowledge of generally accepted budgeting and accounting principles
- Skill in analyzing complex budget finance issues
- Skill in mathematics, statistical and financial analysis
- Skill in oral, written and interpersonal communication
- Skill in use of OPB's BudgetNet system and PeopleSoft accounting system
